The CEC, by introducing the captcha mechanism on its website, deliberately created obstacles for citizens to view and analyze the election results. This, in turn, reduced the reliability of capturing published data using the Wayback Machine and similar servers.

Winner/leader:

2020 Belarusian presidential election

About the dataset

.

The CEC of Belarus does not publish data on polling stations. On the website of this organisation only aggregate values by oblast were published. Such data is not granular enough to identify statistical anomalies in the data. Therefore, an international group of volunteers implemented a unique project: they digitised that part of the protocols of election commissions, the photos of which were posted in the public domain by observers from polling stations. The work lasted more than one day, so our set contains data as of 11.08.2020. Later, a dataset as of 26.10.2020 was added. The dataset also includes incomplete official data from the CEC of Belarus.

Verification of the dataset with the source:

On verification: no verification with the official totals was carried out due to the specificity of the origin of the dataset and its inherent incompleteness. Only selective verification with copies of protocols published on the Web is possible. There is no need to verify the parsing with the source, as the volunteers provided the data in machine-readable form.

Date of verification7/5/2020
Verification of the dataset with the source:

Discrepancies: polling stations with 1.2 million registered voters (online voting in Moscow and N.Novgorod, 7 regions in total). For the first time GAS-Vybory was incorrect: the official total data did not match the sum of data for PECs, i.e. for individual regions, the data from parsing was more correct than the official CEC data.

Digital PECs were not included in Shpilkin's parsings in 2020.

The CEC, by introducing a captcha mechanism on its website, deliberately created obstacles to citizens reading and analysing election results. This, in turn, reduced the reliability of capturing published data using the Wayback Machine and similar servers.
