I tried the assignment.
The three regions with the highest degree of fraud in gubernatorial elections are:
1. Republic of Kalmykia;
2. Lipetsk region;
3. Sakhalin Oblast.
 
I used two types of diagrams: scatter-plotter and histogram generator.

  • Election of the Governor of the Orenburg region

  • Election of the Governor of the Zabaikalsky Krai
  • Election of the Governor of the Sakhalin Region

The polling station with a turnout of 117% is an error of the Bashkortostan election commission in the data of digital polling station #9011 (see CEC website)
