Gabdulvaleev's Plotter v 1.0

Original diagram proposed by Azat Gabdulvaleev. It combines the usual scatter diagram and a linear representation of geographical-administrative division of PECs.
The groups of PECs grouped by TECs in ascending order are plotted along the X axis; within each group of TECs PECs are also displayed in ascending order.
PECs belonging to different TECs are marked in different colors.
